TORI FLEHARTY

Tori’s practice focuses on eminent domain and condemnation litigation for energy and utility companies. She represents pipeline operators and electric utilities in condemnation proceedings across Texas, handling the full life of a case from initial survey through trial. Her cases involve the full range of pipeline and energy infrastructure disputes, including defending right-to-take challenges, common-carrier status, and the regulatory frameworks governing oil, gas, and carbon capture and sequestration pipelines. She works closely with clients’ right-of-way, land, and project teams to align litigation strategy with project timelines. She also handles pipeline easement acquisitions, related transactional matters, and other energy-related disputes.

Tori joined Zabel Freeman in 2023. In 2026, she was named a Texas Rising Star by Super Lawyers in Eminent Domain and Energy & Natural Resources.

Tori earned her J.D. from South Texas College of Law Houston and her B.A. in Politics from the University of Dallas.
